You can find the OBD2 port on a BMW E39 (1996-2003) underneath the steering wheel. You can expose the OBD2 port by pulling the cap down. There is a second option if you cannot find the OBD2 port in that location. You can check on the engine bay and find a black circle cap by removing the OBD2 port. It will be located there.

The battery is disconnected when it's shipped from production and isn't connected until the car needs to be driven off the transport truck. BMW uses a sealed AGM battery that doesn't give off hydrogen gas so long as it's not overcharged. That's what allows it to be mounted inside the car rather than under the hood. I looked for the fuse but couldn't find it listed in either fusebox list (glovebox and above battery in boot on right). Fuse 61 is empty. I tried disconnecting the battery and reconnecting it and it didn't make any difference (I had PDC stop working in my E46 when I disconnected the battery too many times but doing so again fixed the problem).
Install starter into engine. Install NEW starter fasteners and tighten. Install electrical connections, do not over-tighten battery positive (+) terminal, stud can break. Reassemble intake manifold and reconnect battery. Check operation of starter, then recheck that all wiring is routed as before. Choose a file.
